16.

Pensions Administrator Update (P. Wright)

Minutes:

Penny Wright, Pensions Administrator, provided an update on the following statutory pension issues that the Payroll and Pensions Team had dealt with over recent months and would be dealing with over the coming months:-

 

-  Annual Benefit Statements: Colleagues aligned to the Firefighter Pension Scheme(s) all received an individual annual benefits statement for the first time in August 2016. The statement provided details about how much an individual’s pension was worth. All statements were released by the statutory deadline that was 31st August 2016. To date only 40 email queries had been received from Firefighters which had been dealt with accordingly.

-  18/20 Repayment – A change to regulations was due to go through Parliament on 30th September 2016 then changes to guidance would be published by the Home Office to advise who would be affected and detail arrangements for repayment, if required. This only affected individuals in the 1992 Pension Scheme, however, this could be a potential resource issue for the Payroll and Pensions Team and therefore would be monitored.

Pensions' Board Authority Annual Update Report - For Comments pdf icon PDF 57 KB

Minutes:

Consideration was given to a draft report of the County Fire Officer and Chief Executive which presented the Pension Board Firefighters’ Pensions Scheme Annual report which advised on the current duties and actions taken by the Local Pension Board in 2015/16. Comments were sought on the report by the Local Pensions’ Board prior to being submitted to the meeting of the Authority on 13th October 2016.

 

It was reported that this was the first annual report of the Local Pension Board for the Greater Manchester Firefighter Pension Scheme which was constituted as part of changes introduced by the Public Service Pensions Act 2013.  It was the intention that the annual report would be used to inform the overarching ‘Scheme Manager’ (i.e. Greater Manchester Fire and Rescue Authority) of the work undertaken by the Local Pension Board.

 

Resolved: That the Pension Board Firefighters’ Pensions Scheme Annual report 2015/16, be submitted to the next meeting of the Authority on 13th October 2016.

Pensions Board Member Training and Development Programme 2016/17 (P. Wright) pdf icon PDF 275 KB

Minutes:

Donna Parker, Democratic Services Manager presented the ‘Local Pension Board – Firefighters Pension Scheme Training and Development Programme 2016/17’ which included all training which had taken place and been attended to date. Members of the Pensions Board were requested to consider any further training needs they may require throughout the year and to advise the Democratic Services Manager accordingly.

 

A discussion was had on how the Local Pensions’ Board would be affected by GMFRS transfer into the Greater Manchester Combined Authority (GMCA). In response, Nina Purcell, Scheme Manager, advised that following further discussions with GMCA she would provide an update to the next meeting of the Local Pensions’ Board. Councillor John Bell, in his capacity as a Member of the Firefighters Pension Scheme (England) Board advised that he would raise this issue at the next meeting of the Advisory Board for consideration.

 

Penny Wright, Pensions Administrator, advised that the ‘Pensions Regulator Pack’ was now available on the Pension Regulator website and required completing. A refresher on the information would be available at the next meeting of the Local Pensions’ Board.

 

AGREED: That:

 

1.  The content of the ‘Local Pension Board – Firefighters Pension Scheme Training and Development Programme 2016/17’, be noted.

 

2.  Members of the Pensions Board be requested to consider any further training needs they may require throughout the year and to advise the Democratic Services Manager accordingly.

 

3.  An update on the Local Pensions’ Board transfer into the Greater Manchester Combined Authority (GMCA) be provided at the next meeting of the Local Pensions’ Board.

 

4.  A refresher session on the ‘Pensions Regulators’ pack be provided at the next meeting of the Local Pensions’ Board.
